Short answer: Meta lets you start with a very small daily budget (see Meta’s minimum budget guidance). The budget that actually works is one that gets each ad set about 50 optimization events a week, which is what Meta says an ad set needs to exit the learning phase (Meta Business Help). At the 2026 US average of $27.39 per lead, that’s about $1,370 a week, or $196 a day, per ad set (WordStream / LocaliQ). If that’s more than you can spend, optimize for a cheaper event or run fewer ad sets.

The formula for a working Meta Ads budget
Weekly budget per ad set ≈ 50 × your cost per optimization event

The “optimization event” is whatever you tell Meta to get: a lead, a purchase, an add-to-cart, a landing page view. The more expensive the event, the more budget you need for the algorithm to learn.
Budget needed to exit learning, by industry (lead campaigns)
| Industry | Average cost per lead | Weekly budget for 50 leads | Daily equivalent |
|---|---|---|---|
| Career & Employment | $12.30 | $615 | $88 |
| Real Estate | $13.74 | $687 | $98 |
| Sports & Recreation | $15.49 | $775 | $111 |
| Education & Instruction | $26.31 | $1,316 | $188 |
| All industries (average) | $27.39 | $1,370 | $196 |
| Physicians & Surgeons | $32.14 | $1,607 | $230 |
| Home & Home Improvement | $42.95 | $2,148 | $307 |
| Beauty & Personal Care | $50.91 | $2,546 | $364 |
| Dentists & Dental Services | $61.56 | $3,078 | $440 |

What to do if your budget is smaller
- Run one campaign with one ad set. Splitting $300 a week across five ad sets means none of them learns. Consolidated, it has a chance.
- Optimize for a cheaper, earlier event. If purchases cost $30 each, you’d need about $1,500 a week to hit 50. Optimizing for add-to-cart at, say, $8 needs about $400 a week. Move up to purchases once volume builds.
- Use Advantage+ audiences and broad targeting. Narrow audiences push costs up, and small budgets can’t afford that.
- Keep creative fresh but few. 3–5 strong ads per ad set is plenty on a small budget.
- Give it time. Judge a campaign after 3–4 weeks of steady spend, not three days, and avoid big edits that reset learning.
A realistic starting plan for small businesses
| Monthly ad spend | What’s realistic |
|---|---|
| Under $500 | One ad set optimizing for an early event (landing page views, add-to-cart or engagement), or retargeting warm audiences only |
| $500–$2,000 | One or two ad sets optimizing for leads in lower-cost industries, or add-to-cart and purchases for e-commerce |
| $2,000–$6,000 | Lead or purchase optimization for most industries, with room for a separate retargeting campaign |
| $6,000+ | Several ad sets or countries, structured creative testing and scaling |
These bands are based on the formula above and my own campaign experience, not a published study. Treat them as a starting point and let your account data adjust them.
From my own campaigns
The Grand Wazir campaign that reached a verified 9.28x ROAS didn’t start with a big budget. It started with a tightly structured account, a clean Pixel setup and creative built for one clear audience, then scaled once the numbers held. On small budgets, structure matters more than spend.

Frequently asked questions
What is the minimum budget for Meta Ads?
Meta allows very small daily budgets, but a working budget is one that gets each ad set about 50 optimization events a week so it can exit the learning phase. At the 2026 US average cost per lead of $27.39, that’s about $1,370 a week per ad set.
Can I run Facebook ads with $10 a day?
Yes, but at $70 a week you won’t exit the learning phase optimizing for leads or purchases in most industries. Use a single ad set, optimize for an earlier, cheaper event, or focus on retargeting warm audiences.
How long should I run a Meta Ads test?
Give a campaign 3–4 weeks of consistent spend before judging it. The first 1–2 weeks are mostly the learning phase, and early numbers are often misleading.
Is it better to have one ad set or several on a small budget?
One, or two at most. Every ad set needs its own data to learn, so splitting a small budget means none of them gets enough.
